To get this piece of gear, you need to turn in 4 tickets to Killaris, who wanders around Thorngate. The actual ticket that you give him is the Pile Of Green Webbing, but you also need to have the Lab Memo From Jungle, the Lab Memo From Spires, and the Vial Of Unfinished Portal Serum in your inventory when you do so.

The webbing loads on the Kzinti Emissary, a mob in Astral Invasion (6th leg I think). See Gear In Astral Invasion for more information about that run.

The other tickets that you need are all in the Kzinti Homeworld. The jungle memo is on a Kzinti Priest just north of the fountain that you quaff from to enter the Kzinti Spire Of Knowledge. The serum and the spires memo are on the Kzinti Scientist in the same room with a Kzinti Savage. They are located in the northwest corner of the first floor of the Kzinti Spire Of Knowledge.
